Fat cells are all gained in your adolescence stage of life, and after that no more are developed (in rare occurrences more are gained i.e certain diseases). After dieting and weight loss, fat cells get smaller but the number of fat cells stays the same. When weight is gained, fat cells get bigger. The amount of fat cells never change, just their size.

Fat cell reduction eliminates a percentage of fat cells permanently, ultimately leading to a slimmer figure. Once they are removed they can never regenerate or be replaced. By removing fat cells in certain areas of the body, like stubborn bulges of fat that are difficult to get rid of with only exercise or dieting, we can essentially “sculpt” the body. Although the appearance of looking thinner will occur, this is not because of weight loss, it is because of fat cell reduction.
